Try adding some "watery stuffs" or anything that's seen in underwaters such as corals, seaweed, tiny fishes, bubbles and even pearls. The fishes should be hanged by strings/ thing things or any material that is somewhat invinsible. My idea is the quotes should be hang in the fishbowl by a tiny boat above it. The tiny boat is like standing for support since we cant put real water. So we use like a stick being painted just like the background of the bowl. Put a bit of sand in the bottom too or any good material that caa be place underground.
